Workflow engine and state machine
A lightweight, capability-bound state machine defined in YAML.
No symfony/workflow dependency. Places and transitions in cp-content/config/sync/workflow/*.yaml; WorkflowManager::apply() does source check, capability check, audit and hook. The transition endpoint on the resource machine API now routes through this engine.
