Updates come from the new update server

Installations now check for and download updates from https://com.net.tr/CPalius/ instead of GitHub. The release archives on GitHub sat in a private repository and answered 404, so the one-click update could not download a package; from this release on it can.
Only that server (and the project's own domain) is trusted for release pointers, notes, packages and patches.
A release note that is missing on the server is no longer shown as a stray web page in the updates screen.

The website theme's homepage linked to the Whitepaper and Roadmap modules, which are off by default, so fresh installs answered 500 on the homepage since 2.2.26. Those buttons are now hidden while the modules are off.
